Ban/jail appeals via a panel reaction — private channel plus a case note.

Overview
Members react with 📝 on the appeals panel. ModShield opens a private channel under your category (same shape as tickets). A case note is recorded for audit. Staff use !close in the channel. Discord only; off by default.
Configure
Dashboard → Appeals. Set category_id and panel_channel_id; leave panel_message_id empty to auto-post the panel. Optional support_role_id and log_channel_id.
